99-day Programme In 5 Phases on 10 Themes From March 6 To June 12 Across TG

Hyderabad: Chief Minister A. Revanth Reddy on Tuesday focused the 99-day Praja Palana–Pragathi Pranalika on 10 key themes, to be executed in five phases over the course of three months. He directed collectors to implement the action plan with a clear focus on measurable outcomes.

The 10 themes identified for the programme include cleanliness from the village level upwards, clearance of pending files; health; road safety under the ‘Arrive Alive’ initiative; welfare; child safety and prevention of drug abuse; farmers’ welfare and agriculture; education; youth and sports; women’s empowerment; and environment protection.

Speaking at a collectors conference, he asked for the participation of elected representatives from the gram sarpanches to MPs. A one-day training programme would be organised for newly elected local body public representatives at district headquarters on March 12. He also directed that a structured, department-wise special drive be carried out for 10 weeks in an impactful manner and that a senior IAS officer be appointed as nodal officer for each district.

The Telangana Formation Day celebrations on June 2 should be held on a grand scale, Revanth Reddy said.

He directed collectors to organise gram sabhas under the action plan in a way that it raised public awareness about government initiatives. Details of expenditure incurred under welfare schemes and the number of beneficiaries in each village must be presented. He directed officials to compile village-wise data on the welfare schemes and present the information transparently.

The Chief Minister said awareness should be created in every village about solar power usage and the income potential from connecting solar energy to the grid. Farmers should be informed about the benefits of solar pump sets as an alternative to conventional agricultural pump sets. He also called for steps to install solar plants on all schools and educational institutions.

He directed the education department to ensure that textbooks and uniforms were distributed to students in government schools on the very first day of the new academic year on June 12.

On healthcare, Revanth Reddy instructed collectors to frequently visit government hospitals and take preventive measures to avoid problems, warning that negligence would not be tolerated. He said the government spends nearly ₹2,500 crore annually on the Chief Minister’s Relief Fund and Aarogyasri and stressed that such expenditure should translate into excellent services in government hospitals.

He reiterated plans to integrate all government hospitals with medical colleges in the future and said that facilities such as Telangana Institute of Medical Science (Tims) hospitals at Sanathnagar and Alwal, along with the Warangal hospital, would soon be made available. The government was considering special incentives for doctors performing surgeries and separating administrative and medical services to enhance efficiency. The overarching goal, he said, is to provide better healthcare to the poor.

The Chief Minister warned collectors to be vigilant against outsourcing agencies creating bogus employment records. He revealed that while about 1.7 lakh outsourcing and contract employees are on rolls, nearly 25,000 were identified as bogus employees without even Aadhaar cards, drawing salaries for years. He announced strict action, including forensic audits and criminal cases, against agencies involved in such irregularities.

Revanth Reddy also directed collectors to recover rice due from millers, stating that nearly ₹3,900 crore worth of rice procured by the government remains with millers. Cases must be filed to ensure recovery, and collectors should deal firmly with those involved in malpractice, he said.

He also called for strict monitoring to ensure transparent distribution of fine rice to ration card holders and directed officials to ensure adequate supply of seeds and fertilisers for the upcoming Kharif season while curbing middlemen.

He instructed that all pending Bhu Bharati applications be resolved within the stipulated timeframe and irregularities identified promptly. Collectors were also asked to expedite land acquisition for key projects, including the Regional Ring Road, Future City, Mamnoor and Adilabad airports, and other major initiatives. Revanth Reddy urged collectors to contribute fully to the implementation of the Telangana Rising Vision 2047 and ensure that the 99-day Praja Palana–Pragathi Pranalika programme is executed successfully.
