The Hyderabad Disaster Response & Asset Protection Agency (HYDRAA) carried out demolition operations at two separate locations on Monday (May 20, 2025) — Hydernagar in Kukatpally mandal and Puppalaguda in Manikonda Municipality.
The first operation was at Hydernagar, where a nine-acre layout was developed under the name ‘Diamond Hills’ in the year 2000, with 79 plots approved by Hyderabad Metropolitan Development Authority (HMDA). However, a person allegedly encroached the land using an unregistered assignment deed.

Plot owners alleged that the encroacher had obtained an ex parte decree by misleading the court and without involving the actual stakeholders. Using a bailiff order, he encroached on seven acres, demolishing the boundaries of roads, parks, swimming pools, and plot demarcations within the Diamond Hills layout.
Though the High Court ruled in favour of the plot owners last year, the encroachments were not removed. The victims claim that the encroacher had been renting out the land for parking purposes, reportedly earning over ₹50 lakh per month for the past 7–8 years. They also alleged that he fenced the remaining 2 acres, restricting access to rightful owners, and even locked them inside their own premises when they attempted to enter based on the court orders.
HYDRAA Commissioner A.V. Ranganath personally inspected the site last Wednesday and called both parties for a hearing. After reviewing court orders and supporting documents, HYDRAA removed the encroachments on Monday morning and marked the land as protected. The agency has also begun efforts to re-identify roadways and park boundaries as per the approved layout, a statement informed.
In the second case, encroachments were also removed in the Dollar Hills layout in Puppalaguda, located in Narsingi mandal under Manikonda Municipality. In the land spanning 60 acres, a layout named Dollar Hills was established in over 30 acres, with 80% of the plots sold using HMDA’s preliminary approval.
However, due to non-payment and lack of development, HMDA cancelled the layout in 2005. Later, the land was reclassified as agricultural land in connivance with the original landowners, without the knowledge of the plot owners. Some residents later secured building permissions through LRS and constructed houses.
Park and road spaces — approximately 2 acres — were merged with an adjacent 30-acre parcel and sold as agricultural land to a real estate company. Despite the ongoing court dispute since 2016, the company reportedly started unauthorised construction, prompting complaints from residents.
On May 14, HYDRA Commissioner Ranganath conducted an on-site inspection with local officials and summoned both parties for a hearing. Residents stated they also filed a police complaint against the encroacher at the Narsingi police station.
Following the investigation, HYDRA not only stopped the ongoing constructions but also removed structures built without permission.
These operations were taken following public complaints submitted through the Prajavani grievance platform, the statement fro HYDRAA informed.
HYDRAA received a total 59 complaints from the public during its Prajavani grievance platform, majority of them about encroachment of roads and public spaces.
