After the Mangaluru City Corporation launched the Building License Completion Management System (BLCM) about two months ago, 200 persons have filed applications since then, according to Commissioner of the corporation C.L. Anand.

The new system was developed by MCC on the basis of the guidelines laid down by the High Court of Karnataka in its January 19, 2024, judgement in writ petition No. 11261/2023. “Since the launch of the new application in October, over 200 applications have been filed. Our engineers have now started monitoring construction of buildings, starting from excavation stage,” Mr. Anand told The Hindu.

The Commissioner said once a building licence is granted through Nirman app, the building owner/applicant gets enrolled in the BLCM system. The applicant has to upload pictures of each of the four stages of construction – excavation, plinth, slab and completion. Within a week of uploading the pictures, MCC junior engineers will visit the site and file their remarks. If any deviation is found, a notice is issued to the applicant and he/she is asked to correct it. On completion of the building as per the building licence, the applicant will automatically get occupancy certificate that will have e-signature of the MCC Commissioner.

Mr. Anand said the new system will help the MCC monitor the construction and ensure that violations are corrected at the early stages of construction. It will also stop in-person visits by applicants to the MCC offices for obtaining completion certificate, he said.

The new system will also be used for those who have sought revised building licence, which is for the construction of additional rooms for old buildings, the MCC Commissioner said.

On an average, 3,000 building licences are issued by the MCC every year. Each of the 18 junior engineers of MCC will visit one construction site every two days, Mr. Anand added.
