Telangana Orders Boat Safety Protocols After Jabalpur Tragedy

HYDERABAD: In the wake of the Jabalpur cruise tragedy, the Telangana Tourism Development Corporation has issued stringent safety protocols for all water‑fleet operations across the state, mandating strict compliance by boating units amid rising summer tourist footfall.

Boating operations must be suspended under adverse weather conditions such as high winds, heavy rainfall, poor visibility or extreme heat. Unit managers have been directed to monitor real‑time weather alerts and act proactively, the order said.

Officials said that while safety norms are routinely reiterated during summer, the latest directives place a sharper focus on enforcement following the recent accident. “This time, the emphasis is stronger due to the Jabalpur tragedy,” an official said.

As per the orders issued on Saturday, unit managers will be held directly accountable for ensuring safety and must remain physically present during operational hours, particularly on weekends, holidays and peak seasons. They are required to verify and maintain daily safety‑compliance checklists.

The corporation has made several measures non‑negotiable, including mandatory use of life jackets for all tourists without exception and strict adherence to passenger limits to prevent overloading. Boats must undergo daily pre‑operation inspections covering engine condition, fuel levels, emergency equipment and communication systems.

To enhance emergency preparedness, all units must maintain fully stocked first‑aid kits, rescue equipment such as lifebuoys and ropes, and clearly displayed emergency‑response plans. At least one staff member per shift must be trained in basic life support (BLS) and water‑rescue procedures. Emergency contact numbers must be prominently displayed for both staff and tourists.

The guidelines also stress crowd and queue management, directing staff to regulate entry and avoid overcrowding at jetties and waiting areas.

Daily compliance and incident reports must be submitted to the General Manager (Water Fleet), who will monitor adherence to the directions.
