With the increase in user fee collections across the toll plazas in the country, the total toll collection in FY25 is set to surpass the previous year’s record.
According to the data tabled by Ministry of Road Transport and Highways (MoRTH) in Rajya Sabha on Wednesday, the total toll collection up to February 2025 is already at Rs 54,820 crore, within touching distance of the collections last fiscal. After factoring in the collection of March, the total toll revenue in FY25 is set to be close to Rs 60,000 crore, which will be an all-time high, sources said.
Officials said that various factors such as traffic growth, revision in user fee rates, addition of new tollable road lengths etc contribute to the annual increase in user fee collection. FASTag has added to increase the user fee collection.
The total user fee or toll collection during the financial year FY24 was Rs 55,882 crore. In all, from the FY20 to February 2025, a total of Rs 2.48 lakh crore has been collected as toll charges from the public.
The data further shows that Uttar Pradesh continues to be the highest toll collecting state with Rs 7,060 crore user fee collection till February 2025. It is followed by Rajasthan, where toll collection up to February in FY25 stood at Rs 5,967 crore.
Maharashtra comes next with Rs 5,115 crore toll revenue, followed by Gujarat with Rs 4,874 crore and Tamil Nadu in on fifth position with a collection of Rs 4,015 crore up to February 2025.
Minister of Road Transport and Highways Nitin Gadkari in the written reply said that while the annual base rates are uniform on all National Highways throughout the country, various factors such as lane configuration i.e. 2 lane with paved shoulders/4 or more lane, length of section, length of bypasses/structures/tunnels and type of vehicle (car, bus, multi axle trucks, etc.) are considered in determining the rate of user fee at a fee plaza for use of a particular section of national highway.

Currently, there are a total of 1,063 toll plazas across the national highways in the country. Out of this, a total of 457 toll or fee plazas were constructed in the last five financial years between FY20 and FY24.
Rajasthan has a maximum of 156 toll plazas, followed by 97 user fee plazas in Uttar Pradesh and 90 toll plazas in Madhya Pradesh. Similarly there are 89 toll plazas in Maharashtra, 78 in Tamil Nadu, 72 in Andhra Pradesh and 60 toll plazas around Delhi.
