وجه رئيس الوزراء وزير الخارجية وشؤون المغتربين اليمني الدكتور شائع الزنداني اليوم (الثلاثاء)، رسالة إلى الشعب اليمني في مناطق سيطرة المليشيا الحوثية الإرهابية، مفنداً جرائم الحوثي واستفزازاته وما قدمته اليمن من تنازلات من أجل السلام.
وقال الزنداني في رسالته: «في كل مرة يتجه اليمنيون للسلام بحثاً عن الأمن والاستقرار، والتنمية والازدهار، والعيش في المنطقة بأمن وأمان وحسن جوار، يقوم الحوثي بالتصعيد مختلقاً أعذاراً وادعاءات باطلة ومضللة تجاه الحكومة والأطراف السياسية والقبلية في اليمن، وتجاه التحالف بقيادة المملكة وبقية العالم ومنظمات الأمم المتحدة والعمل الإنساني والإغاثي، ثم يزج بأبناء اليمنيين في حروب مع أهلهم في اليمن وأشقائهم في المملكة».
وأضاف: «نظراً للتصعيد الأخير من الحوثيين، فإنه توجب توضيح الحقيقة لشعبنا في مناطق الحوثي بشكل خاص واليمن بشكل عام، وهي أن التحالف بقيادة المملكة قد بذلوا جهوداً كبيرة بالشراكة مع الأشقاء في سلطنة عمان لدعم مبادرات الأمم المتحدة المختلفة لوقف القتال بين الحكومة والميليشيا الحوثية، تمهيداً للدخول في حوار يوصلنا إلى حل سياسي شامل، وكان آخرها اتفاقية الهدنة في العام 2022، موضحاً أنه وخلال هذه الفترة، كان مطار صنعاء مفتوحاً لنقل المسافرين عبر شركة الخطوط الجوية اليمنية كبقية المطارات اليمنية الأخرى، واستمرت البضائع والغذاء والدواء والمشتقات النفطية في الدخول عبر ميناء الحديدة كباقي الموانئ اليمنية، ورغم ذلك قام الحوثي بالتصعيد ضد الحكومة الشرعية باستهداف صادرات النفط لتجويع المواطنين في مناطق الحكومة، في تصعيد غير مبرر، إلا أن الحكومة عملت مع المملكة على دعم الميزانية لدفع الرواتب وتقديم الخدمات بدلاً من التصعيد حرصاً على الشعب اليمني ودعماً لجهود السلام بدلاً من العودة للحرب».
وأشار إلى أن الحوثيين قاموا باختطاف أربع طائرات تابعة لشركة الخطوط الجوية اليمنية في العام 2024 ومنعها من الإقلاع من مطار صنعاء، وحرصاً من الحكومة اليمنية على تمكين أبناء شعبنا من التنقل والسفر وحفاظاً على شركة الخطوط كشركة تجارية، فقد سمحت للشركة بتخصيص هذه الطائرات للرحلات بين صنعاء والأردن.
ولفت إلى أن الحكومة اليمنية حرصت على منح الفرصة لجهود الوساطة السعودية العمانية التي استمرت لمدة تجاوزت العام والنصف، وتخللها زيارات إلى صنعاء وعدن ومسقط والرياض، وتم التوصل لخريطة الطريق التي وافقت عليها الحكومة ووافق عليها الحوثيون خلال المفاوضات الأولية، وبعد تقديمها رسمياً من المبعوث الأممي للطرفين في العام 2023 أعلنت الحكومة اليمنية قبولها بها، وماطل ورفضها الحوثي ثم هرب منها وزج باليمن وشعبه ومقدراته في الصراع الإقليمي خدمة لأجندات ليس لليمن علاقة أو مصلحة بها، في ظل ظروف إنسانية واقتصادية صعبة يعيشها الشعب اليمني، مما أدى إلى تدمير مطار صنعاء وميناء الحديدة والبنى التحتية، ثم قصفت طائرات الخطوط اليمنية في مطار صنعاء في وضح النهار، وبدلاً من إخلاء الحوثيين لها مع توفر الوقت الكافي لذلك تركوها للقصف كما تركوا ميناء الحديدة والبنى التحتية تقصف وتدمر، بهدف تجنيد الشعب اليمني واستغلال عواطفه العربية الأصيلة تجاه القضية الفلسطينية العادلة، تمهيداً لتجييشهم وإدخالهم في حروب مع أهلهم في اليمن وأشقائهم في المملكة، بغياً وعدواناً بهدف السيطرة على اليمن وتسخيره وشعبه لأجندات دولة أخرى».
وتابع: «كما أن الحكومة – واستمراراً لدعم جهود التوصل لحل سياسي شامل في اليمن – قد عملت مع التحالف على دراسة كيفية إعادة الرحلات من مطار صنعاء إلى الأردن وغيرها من الوجهات منذ أكثر من عام خدمة للشعب اليمني، حيث قدم مقترح بأن تعود شركة الخطوط اليمنية لنقل المسافرين اليمنيين الخاضعين لسلطة الحوثي من صنعاء إلى الأردن من خلال شراء طائرات جديدة أو استئجار طائرات أو التعاقد مع شركات طيران أخرى على أن لا يتدخل الحوثيون الخاضعون لعقوبات دولية في عملها أو إيراداتها، حتى لا يتسبب ذلك في حظر ومعاقبة شركة الخطوط اليمنية، ولتتمكن الشركة من استدامة التشغيل، وأن يفرجوا عن أموال الشركة المحتجزة في صنعاء التي تجاوزت 120 مليون دولار أمريكي لشراء أو استئجار الطائرات، إلا أن الحوثيون رفضوا ذلك، حيث يصرون على أن يسيطروا على الشركة التجارية ويتدخلوا في عملها وأن تودع الأموال في حساباتهم في صنعاء، علماً بأن من يقود الشركة ويديرها في عدن هم اليمنيون أنفسهم الذين أداروها وقادوها قبل انقلاب الحوثيين في العام 2014م، وأن عملها كخطوط طيران وطني لا يمكن أن يسمح له دولياً بالعمل إلا تحت مسؤولية وإشراف وزارة النقل في الحكومة اليمنية الشرعية المعترف بها دولياً، ثم ادعوا بأن الحكومة اليمنية والتحالف منعوا نقل المسافرين من صنعاء إلى الأردن، استمراراً لنهجهم التضليلي والمخادع تجاه الشعب اليمني».
واتهم الحوثيين بالقيام بأعمال عدائية قائلاً: «لقد قام الحوثيون بخطوات عدائية ضد المنظمات الإنسانية والإغاثية الأممية والدولية في اليمن خلال العامين الماضيين، حيث أرهبوا وطردوا الموظفين الأممين، وسجنوا موظفي الأمم المتحدة ممن كانوا يعملون في مناطق سيطرتهم بحجج غير صحيحة، وتسببوا في تدمير ميناء الحديدة ومطار صنعاء وطائرات الخطوط اليمنية والبنى التحتية، ورفضوا خريطة الطريق ثم ضغطوا على المواطنين بالإتاوات والضرائب ورفع الأسعار وزيادة معاناتهم، ومن يناقشهم من المواطنين يتم اعتقاله أو قتله من قبل الحوثيين بتهم زائفة، بل هاجموا شيوخ ورموز اليمن وفجروا منازلهم، وأهانوا وكسروا أعراف القبيلة في اليمن».
وشدد الزنداني بالقول: «حان الوقت ليتوقف الحوثي عن جر مزيداً من الحروب لليمن، وإن خيار عودة الحوثيين للحوار مع الحكومة اليمنية والدخول في سلام حقيقي يشاركوا فيه ضمن المكونات والقوى اليمنية المختلفة وفق ما يتوافق عليه اليمنيون كجزء من المكونات دون أفضلية لهم على أحد ودون استعراض أو استخدام القوة؛ هو الخيار الأحكم والأفضل، وأن خيار التصعيد والتهديد الحوثي أصبح غير مقبول لدى اليمنيين، ناهيكم عن رفضها التام من قبل دول الإقليم والعالم بأسره، كما أن أي اعتداء من قبل الحوثيين بأي شكل من الأشكال سيقابل برد حازم لفرض السلام والأمن والاستقرار في اليمن والمنطقة بشكل دائم».
The Prime Minister, Minister of Foreign Affairs and Expatriates, Dr. Sha’if Al-Zandani, today (Tuesday), sent a message to the Yemeni people in areas under the control of the terrorist Houthi militia, refuting the crimes and provocations of the Houthis and what Yemen has offered in terms of concessions for the sake of peace.
Al-Zandani said in his message: “Every time the Yemenis turn towards peace in search of security, stability, development, and prosperity, and to live in the region in safety and good neighborliness, the Houthis escalate by fabricating excuses and false, misleading claims against the government, political and tribal parties in Yemen, and against the coalition led by the Kingdom and the rest of the world, including the United Nations and humanitarian and relief organizations. They then drag the sons of Yemen into wars against their own people in Yemen and their brothers in the Kingdom.”
He added: “In light of the recent escalation by the Houthis, it was necessary to clarify the truth to our people in Houthi-controlled areas in particular and Yemen in general. The coalition led by the Kingdom has made significant efforts in partnership with our brothers in the Sultanate of Oman to support various UN initiatives to stop the fighting between the government and the Houthi militia, paving the way for entering into a dialogue that leads us to a comprehensive political solution. The latest of these was the ceasefire agreement in 2022. He clarified that during this period, Sana’a Airport was open for passenger transport via Yemenia Airlines, like other Yemeni airports, and goods, food, medicine, and petroleum derivatives continued to enter through the port of Hodeidah like other Yemeni ports. Despite this, the Houthis escalated against the legitimate government by targeting oil exports to starve citizens in government-controlled areas, in an unjustified escalation. However, the government worked with the Kingdom to support the budget to pay salaries and provide services instead of escalating, in order to protect the Yemeni people and support peace efforts instead of returning to war.”
He pointed out that the Houthis hijacked four planes belonging to Yemenia Airlines in 2024 and prevented them from taking off from Sana’a Airport. In a bid to enable our people to travel and to preserve the airline as a commercial entity, the Yemeni government allowed the company to allocate these planes for flights between Sana’a and Jordan.
He noted that the Yemeni government was keen to give the opportunity for Saudi-Omani mediation efforts that lasted for more than a year and a half, which included visits to Sana’a, Aden, Muscat, and Riyadh. A roadmap was reached that was approved by the government and accepted by the Houthis during the initial negotiations. After it was officially presented by the UN envoy to both parties in 2023, the Yemeni government announced its acceptance of it, while the Houthis procrastinated and rejected it, then escaped from it and dragged Yemen and its people and resources into regional conflict serving agendas that Yemen has no relation or interest in, amid the difficult humanitarian and economic conditions the Yemeni people are experiencing. This led to the destruction of Sana’a Airport, the port of Hodeidah, and the infrastructure. Then, Yemenia planes were bombed at Sana’a Airport in broad daylight, and instead of the Houthis evacuating them with ample time to do so, they left them to be bombed just as they left the port of Hodeidah and the infrastructure to be bombed and destroyed, with the aim of recruiting the Yemeni people and exploiting their genuine Arab emotions towards the just Palestinian cause, preparing to mobilize them and drag them into wars against their own people in Yemen and their brothers in the Kingdom, out of malice and aggression aimed at controlling Yemen and subjugating its people to the agendas of another state.”
He continued: “The government, in continuation of its support for efforts to reach a comprehensive political solution in Yemen, has worked with the coalition to study how to resume flights from Sana’a Airport to Jordan and other destinations for more than a year, serving the Yemeni people. A proposal was made for Yemenia Airlines to transport Yemeni passengers under Houthi control from Sana’a to Jordan by purchasing new planes or leasing planes or contracting with other airlines, provided that the Houthis, who are under international sanctions, do not interfere in its operations or revenues, so as not to cause a ban and punishment on Yemenia Airlines, and to enable the company to sustain its operations, and to release the company’s funds held in Sana’a, which exceeded 120 million US dollars for the purchase or leasing of planes. However, the Houthis rejected this, insisting on controlling the commercial company and interfering in its operations and that the funds be deposited in their accounts in Sana’a, knowing that those leading and managing the company in Aden are Yemenis themselves who managed and led it before the Houthi coup in 2014. Its operation as a national airline cannot be allowed to operate internationally except under the responsibility and supervision of the Ministry of Transport in the internationally recognized legitimate Yemeni government. They then claimed that the Yemeni government and the coalition prevented the transport of passengers from Sana’a to Jordan, continuing their deceptive and misleading approach towards the Yemeni people.”
He accused the Houthis of conducting hostile actions, saying: “The Houthis have taken hostile steps against UN and international humanitarian and relief organizations in Yemen over the past two years, where they terrorized and expelled UN staff, imprisoned United Nations employees who were working in areas under their control on false pretenses, and caused the destruction of the port of Hodeidah, Sana’a Airport, Yemenia planes, and infrastructure. They rejected the roadmap and then pressured citizens with extortion, taxes, and price increases, exacerbating their suffering. Anyone who discusses them from among the citizens is arrested or killed by the Houthis on false charges. They even attacked the elders and symbols of Yemen and blew up their homes, humiliating and breaking tribal customs in Yemen.”
Al-Zandani emphasized, saying: “It is time for the Houthis to stop dragging Yemen into more wars. The option for the Houthis to return to dialogue with the Yemeni government and enter into a real peace in which they participate among the various Yemeni components and forces according to what the Yemenis agree upon as part of the components without preference for anyone and without showcasing or using force; this is the wiser and better option. The option of Houthi escalation and threats has become unacceptable to the Yemenis, let alone being completely rejected by the countries of the region and the entire world. Any aggression by the Houthis in any form will be met with a firm response to impose peace, security, and stability in Yemen and the region permanently.”
