شدد رئيس مجلس القيادة الرئاسي اليمني الدكتور رشاد العليمي على ضرور التزام الحكومة اليمنية بتقديم الموازنة العامة للدولة في موعدها المحدد، وفقاً للالتزام الحكومي المسبق، باعتبارها الركيزها الأساسية لمواصلة الاصلاحات. مؤكداً خلال ترؤسه جانباً من الجلسة الحكومية المنعقدة في العاصمة المؤقتة عدن بحضور رئيس الحكومة سالم بن بريك، إلى أن تحسين الموارد المالية وضمان توريدها عبر القنوات الرسمية يمثل «الاختبار الحقيقي لقدرة الدولة على القيام بمهماتها الدستورية».
ولفت العليمي إلى أن تنفيذ قرار مجلس القيادة رقم (11)، القاضي بتوحيد الإيرادات ومنع التحصيل خارج الإطار القانوني، يعد محوراً أساسياً في برنامج الإصلاحات، موجهاً بإجراء حصر شامل لأملاك الدولة من أراضٍ وعقارات وأصول مؤجرة، ووضع خطة لتحويلها إلى موارد فاعلة، إلى جانب دراسة إنشاء صندوق سيادي لإدارة تلك الأصول وفق معايير الحوكمة الدولية.
أولويات المرحلة
وأضاف العليمي أن أولويات المرحلة تشمل توفير الرواتب والخدمات، وتعزيز الأمن، وحشد الجهود «لمعركة الخلاص من الحوثيين»، مشدداً على ضرورة الإنجاز وعدم تبديد الوقت، بالصورة التي يلمس بها المواطنون التحسن في الخدمات وثمرة جهود عملية الإصلاحات وعدم الانشغال في أي قضايا جانبية، داعياً إلى دعم استقلالية البنك المركزي وتشديد الرقابة على البنوك وشركات الصرافة.
وفي الشق الإنساني، أشار الرئيس إلى أن نحو 17 مليون يمني بحاجة إلى المساعدات، محذراً من القيود التي تواجه العمليات الإغاثية. ووجه بسرعة إنشاء هيئة وطنية للإغاثة لضمان التنسيق والرقابة على العمل الإنساني.
وأشاد العليمي بالإنجازات الأمنية، ومنها ضبط خلايا إرهابية وشحنات أسلحة ومخدرات قال إنها كانت في طريقها إلى الحوثيين، مؤكداً أن نجاح الإصلاحات الاقتصادية يتطلب منظومة أمنية وقضائية فاعلة.
كما شدد على أهمية الانسجام المؤسسي بين مجلس القيادة والحكومة، ومنع التوجيهات خارج القنوات الرسمية، وتعزيز التواصل مع المحافظات لضمان تماسك مؤسسات الدولة.
وجدد الرئيس التأكيد على أن استعادة مؤسسات الدولة يبدأ بتعزيز مكانة القوات المسلحة ودورها في معادلتي الحرب والسلام، مشدداً على أهمية تأمين المتطلبات اللازمة لإبقاء جاهزيتها عند مستوياتها العالية، والوفاء لتضحيات أبطالها، وفي المقدمة الإعلان الفوري عن إنشاء هيئة رعاية الجرحى دون أي تأخير.
من جانبه ثمّن رئيس الحكومة سالم بن بريك قرار مجلس القيادة بالموافقة على خطة الإصلاحات الاقتصادية الشاملة معتبراً ذلك يمثل إرادة وطنية جامعة، مؤكداً التزام حكومته بالتنفيذ الصارم لمضمون القرار دون انتقاء، أو مجاملة، أو تراجع.
The President of the Yemeni Presidential Leadership Council, Dr. Rashad Al-Alimi, emphasized the necessity for the Yemeni government to submit the state budget on time, in accordance with the prior governmental commitment, considering it the cornerstone for continuing reforms. He affirmed during his chairing of part of the government session held in the temporary capital, Aden, in the presence of the Prime Minister, Salem Bin Brek, that improving financial resources and ensuring their collection through official channels represents “the true test of the state’s ability to carry out its constitutional duties.”
Al-Alimi pointed out that implementing the Leadership Council’s Decision No. (11), which aims to unify revenues and prevent collection outside the legal framework, is a fundamental axis in the reform program. He directed a comprehensive inventory of state properties, including lands, real estate, and leased assets, and to develop a plan to convert them into effective resources, alongside studying the establishment of a sovereign fund to manage those assets according to international governance standards.
Priorities of the Phase
Al-Alimi added that the priorities of the phase include providing salaries and services, enhancing security, and mobilizing efforts “for the battle of liberation from the Houthis,” stressing the need for achievement and not wasting time, in a manner that citizens can feel the improvement in services and the fruits of the reform efforts, without getting distracted by any side issues. He called for supporting the independence of the Central Bank and tightening oversight on banks and exchange companies.
In the humanitarian aspect, the president noted that about 17 million Yemenis are in need of assistance, warning of the constraints facing relief operations. He directed the swift establishment of a national relief authority to ensure coordination and oversight of humanitarian work.
Al-Alimi praised the security achievements, including the apprehension of terrorist cells and shipments of weapons and drugs that he said were on their way to the Houthis, affirming that the success of economic reforms requires an effective security and judicial system.
He also stressed the importance of institutional harmony between the Leadership Council and the government, preventing directives outside official channels, and enhancing communication with the provinces to ensure the cohesion of state institutions.
The president reiterated that the restoration of state institutions begins with strengthening the status of the armed forces and their role in the equations of war and peace, emphasizing the importance of securing the necessary requirements to maintain their readiness at high levels, and honoring the sacrifices of its heroes, foremost among them the immediate announcement of the establishment of a care authority for the wounded without any delay.
For his part, Prime Minister Salem Bin Brek valued the Leadership Council’s decision to approve the comprehensive economic reform plan, considering it a representation of a unified national will, affirming his government’s commitment to the strict implementation of the decision’s content without selection, favoritism, or retreat.
