أكد الأمين العام لمجلس التعاون لدول الخليج العربية جاسم محمد البديوي، أن دول المجلس تضع تطوير قدراتها الوطنية في مكافحة غسل الأموال وتمويل الإرهاب في مقدمة أولوياتها؛ باعتبار هذا الملف ركناً أساسياً لحماية الأنظمة المالية وتعزيز استقرارها.
وخلال كلمته في الورشة التعريفية حول أفضل الممارسات الدولية في مكافحة غسل الأموال وتمويل الإرهاب، التي استضافتها الأمانة العامة بالرياض اليوم، شدّد البديوي على أن دول المجلس تعمل باستمرار على تحديث منظوماتها التنظيمية والمؤسسية بما ينسجم مع المعايير الدولية، ويعزز قدرتها على مواجهة الأنشطة غير المشروعة ومصادر تمويلها.
وأشار إلى الدور المحوري الذي تضطلع به الأمانة العامة في دعم التنسيق الخليجي المشترك، من خلال تمثيل دول المجلس في مجموعة العمل المالي (FATF) ومجموعة العمل المالي لمنطقة الشرق الأوسط وشمال أفريقيا (MENAFATF)، ومتابعة المستجدات الدولية ذات الصلة، ونقل الخبرات التي تسهم في رفع كفاءة الدول الأعضاء.
وأوضح أمين مجلس التعاون أن انعقاد الورشة يأتي بالتزامن مع الجولة الخامسة من عمليات التقييم المتبادل التي تجريها مجموعة العمل المالي، ما يستدعي مستوى عالياً من الجاهزية والتنسيق، وفهماً دقيقاً للمعايير الدولية، وقدرة واضحة على إثبات فاعلية الإجراءات المطبقة في دول المجلس.
وأكد أن الورشة تمثل منصة مهمة لتبادل الخبرات ومناقشة التحديات العملية، بما يعزز توحيد الفهم بين الجهات المختصة ويرفع جاهزيتها للتعامل مع متطلبات المرحلة المقبلة بكفاءة أكبر.
وأضاف أن نجاح دول المجلس في مواجهة مخاطر غسل الأموال وتمويل الإرهاب والوفاء بالتزاماتها الدولية يتطلب استمرار العمل الخليجي المشترك وتكامل الأدوار بين الجهات المعنية، والاستفادة من التجارب الدولية، بما يعزز متانة اقتصادات دول المجلس ويحافظ على سلامة أنظمتها المالية.
وأعرب البديوي، في ختام كلمته، عن تطلعه إلى أن تسهم النقاشات والمداولات خلال الورشة في الخروج بمخرجات عملية تدعم الجهود القائمة، وتدفع نحو مزيد من التنسيق والتكامل الخليجي في هذا المجال الحيوي.
The Secretary-General of the Gulf Cooperation Council, Jassim Mohammed Al-Budaiwi, confirmed that the member states prioritize the development of their national capabilities in combating money laundering and terrorist financing; considering this issue a fundamental pillar for protecting financial systems and enhancing their stability.
During his speech at the introductory workshop on international best practices in combating money laundering and terrorist financing, hosted by the General Secretariat in Riyadh today, Al-Budaiwi emphasized that the member states continuously work on updating their regulatory and institutional frameworks in line with international standards, enhancing their ability to confront illicit activities and their funding sources.
He pointed to the pivotal role played by the General Secretariat in supporting joint Gulf coordination, through representing the member states in the Financial Action Task Force (FATF) and the Middle East and North Africa Financial Action Task Force (MENAFATF), monitoring relevant international developments, and sharing experiences that contribute to improving the efficiency of member states.
The Secretary-General of the Gulf Cooperation Council clarified that the holding of the workshop coincides with the fifth round of mutual evaluations conducted by the Financial Action Task Force, which necessitates a high level of readiness and coordination, a precise understanding of international standards, and a clear ability to demonstrate the effectiveness of the measures implemented in the member states.
He affirmed that the workshop represents an important platform for exchanging experiences and discussing practical challenges, which enhances the unification of understanding among the relevant authorities and increases their readiness to address the requirements of the upcoming phase more efficiently.
He added that the success of the member states in facing the risks of money laundering and terrorist financing and fulfilling their international obligations requires the continuation of joint Gulf efforts and the integration of roles among the concerned parties, as well as benefiting from international experiences, which strengthens the resilience of the economies of the member states and maintains the integrity of their financial systems.
In conclusion, Al-Budaiwi expressed his hope that the discussions and deliberations during the workshop would lead to practical outcomes that support ongoing efforts and push for further coordination and Gulf integration in this vital area.
