وجهت وزارة الشباب والرياضة المصرية تعميماً رسمياً إلى رؤساء مجالس إدارات الاتحادات الرياضية، شددت خلاله على ضرورة الالتزام بالاختصاصات القانونية فيما يتعلق بتراخيص مزاولة الأنشطة والخدمات الرياضية والاستثمار الرياضي.
وأكدت الوزارة أن مكتب تراخيص شركات الخدمات الرياضية بوزارة الشباب والرياضة هو الجهة المختصة حصرياً بإصدار تراخيص شركات الخدمات الرياضية والشركات العاملة في مجال الاستثمار الرياضي، وفقاً للقوانين والقرارات المنظمة.
وحذرت الوزارة الاتحادات الرياضية من إصدار أي تراخيص أو شهادات أو خطابات أو مستندات يمكن أن تُفهم باعتبارها موافقة أو اعتماداً لمزاولة النشاط الرياضي أو الاستثماري، مؤكدة أن منح هذه الصفة القانونية يندرج ضمن اختصاص الوزارة وحدها.
وجاء التعميم بعد رصد قيام بعض الاتحادات بإصدار مستندات تتعلق بترخيص كيانات وشركات تعمل في مجال الخدمات الرياضية، الأمر الذي قد يمثل تجاوزاً للاختصاصات المقررة قانوناً.
وطالبت الوزارة الاتحادات بمراجعة أوضاع الشركات والكيانات التي تتعامل معها بشكل دوري، والتأكد من امتلاكها تراخيص قانونية سارية، مع الامتناع عن التعامل مع أي جهة غير مرخصة أو انتهت مدة ترخيصها.
كما شددت على ضرورة إلغاء أو وقف أي إجراءات أو ممارسات مخالفة للتعميم، مؤكدة أن الاتحادات تتحمل المسؤولية عن أي تجاوزات تقع ضمن نطاق اختصاصها.
ويأتي القرار في إطار جهود وزارة الشباب والرياضة لتنظيم الاستثمار الرياضي، وتوحيد إجراءات الترخيص، وتعزيز الحوكمة والشفافية، وضمان الالتزام الكامل بأحكام القانون.
The Egyptian Ministry of Youth and Sports has issued an official circular to the heads of the boards of directors of sports federations, emphasizing the necessity of adhering to legal competencies regarding the licensing of sports activities, services, and sports investment.
The ministry confirmed that the Office of Licensing for Sports Services Companies at the Ministry of Youth and Sports is the exclusive authority responsible for issuing licenses for sports services companies and companies operating in the field of sports investment, in accordance with the relevant laws and regulations.
The ministry warned sports federations against issuing any licenses, certificates, letters, or documents that could be interpreted as approval or endorsement for practicing sports or investment activities, stressing that granting this legal status falls solely within the ministry’s jurisdiction.
The circular came after monitoring some federations issuing documents related to the licensing of entities and companies operating in the field of sports services, which may represent an overreach of the legally designated competencies.
The ministry requested federations to periodically review the status of the companies and entities they deal with, ensuring they possess valid legal licenses, while refraining from dealing with any unlicensed entity or one whose license has expired.
It also stressed the need to cancel or suspend any procedures or practices that violate the circular, confirming that federations are responsible for any violations that occur within their jurisdiction.
This decision is part of the Ministry of Youth and Sports’ efforts to regulate sports investment, unify licensing procedures, enhance governance and transparency, and ensure full compliance with the provisions of the law.
