أكد وزير الكهرباء والطاقة اليمني المهندس عدنان الكاف أن المليشيا الحوثية تتعمد استهداف المؤسسات الخدمية لإلحاق المزيد من الأضرار بالمواطنين اليمنيين من خلال تنفيذ الأعمال الإرهابية والعدائية التي تطال المرافق الحكومية، مبيناً أن هدف الحوثي هو حرمان المواطنين من الاستفادة من الخدمات التي تقدمها الدولة.
وأوضح أن الهجمات الحوثية تسببت في المزيد من المعاناة، وألحقت أضراراً بالبنية التحتية للبلد، وضاعفت الخسائر الاقتصادية.
وقال الكاف: إن الحكومة اليمنية تواجه تحديات كبيرة في القيام بمسؤولياتها تجاه الشعب اليمني وتحسين مستوى معيشته، ومواجهة تداعيات الحرب الحوثية ونتائجها، والعمل على إعادة بناء مؤسسات الدولة وتأهيل البنية التحتية التي دمرتها الحرب. وأشار إلى أن قطاع الكهرباء هو المتضرر الأكبر بفعل الحرب الحوثية المستمرة على الشعب اليمني منذ 12 عاماً، مستعرضاً حجم الدمار الذي طال البنية التحتية لقطاع الكهرباء والمنظومة الكهربائية من محطات التوليد والتحويل وخطوط النقل وشبكات التوزيع وغيرها من الأضرار الجسيمة التي قادت إلى نتائج كارثية وتدهور خدمة الكهرباء بشكل غير مسبوق. وأضاف: إن تلك الأعمال الإرهابية تعد جرائم حرب ضد الإنسانية، تتطلب معاقبة مرتكبيها كونهم مجرمي حرب، مؤكداً أن المليشيا الحوثية لا تفرق في جرائمها بين الأعمال العسكرية والمؤسسات المدنية التي تقع تحت طائلة استهدافها المتعمد والمتكرر.
ولفت إلى أن قطاعات الكهرباء والمياه والصحة والمرافق الخدمية تمثل شريان الحياة الأساسي، ولا ينبغي التعامل معها بأي حال من الأحوال كأهداف عسكرية، وأن الاعتداء على هذه المرافق يشكل اعتداءً مباشراً على المواطنين، واصفاً مليشيا الحوثي بالإرهابية التي لا تلتزم بالقوانين الدولية والإنسانية. واستعرض الجهود التي تبذلها وزارته في مواجهة تداعيات الحرب التي كانت فاتورتها على قطاع الكهرباء كبيرة.
وعرض في تصريح لـ«عكاظ» حجم الدعم السعودي لليمن عموماً، ولقطاع الكهرباء خصوصاً، والمقدم عبر البرنامج السعودي لتنمية وإعمار اليمن من خلال دفعات منح المشتقات النفطية لمحطات التوليد، وما تمثله من دعم حيوي واستراتيجي للبلد والحكومة اليمنية ولعموم الشعب اليمني، إلى جانب أوجه الدعم المختلفة لتنفيذ المشاريع في مجالات الكهرباء والطاقة.
وأعرب عن تقدير الحكومة اليمنية للقيادة السعودية، ملكاً وولي عهد، لجملة الدعم المتواصل لليمن، الذي يشمل مختلف الجوانب والمجالات والمستمر في كل الظروف والأوقات.
The Yemeni Minister of Electricity and Energy, Engineer Adnan Al-Khaf, confirmed that the Houthi militia deliberately targets service institutions to inflict more harm on Yemeni citizens by carrying out terrorist and hostile acts that affect government facilities, indicating that the goal of the Houthis is to deprive citizens of benefiting from the services provided by the state.
He explained that the Houthi attacks have caused further suffering, inflicted damage on the country’s infrastructure, and doubled economic losses.
Al-Khaf stated that the Yemeni government faces significant challenges in fulfilling its responsibilities towards the Yemeni people, improving their living standards, confronting the repercussions of the Houthi war and its consequences, and working to rebuild state institutions and rehabilitate the infrastructure that the war has destroyed. He pointed out that the electricity sector is the most affected due to the ongoing Houthi war against the Yemeni people for the past 12 years, reviewing the extent of the destruction that has affected the infrastructure of the electricity sector and the electrical system, including generation and conversion stations, transmission lines, distribution networks, and other severe damages that have led to catastrophic results and an unprecedented deterioration in electricity service. He added that these terrorist acts are considered war crimes against humanity, requiring the punishment of their perpetrators as war criminals, emphasizing that the Houthi militia does not differentiate in its crimes between military actions and civilian institutions that fall under its deliberate and repeated targeting.
He noted that the electricity, water, health, and service facilities sectors represent the essential lifeline, and they should not be treated in any way as military targets, and that attacks on these facilities constitute a direct assault on citizens, describing the Houthi militia as a terrorist group that does not adhere to international and humanitarian laws. He reviewed the efforts made by his ministry to address the repercussions of the war, which has had a significant cost on the electricity sector.
In a statement to “Okaz,” he presented the extent of Saudi support for Yemen in general, and for the electricity sector in particular, provided through the Saudi Program for Development and Reconstruction of Yemen via grants of oil derivatives for power generation stations, which represent vital and strategic support for the country, the Yemeni government, and the Yemeni people as a whole, in addition to various forms of support for implementing projects in the fields of electricity and energy.
He expressed the Yemeni government’s appreciation for the Saudi leadership, both the King and the Crown Prince, for their continuous support for Yemen, which encompasses various aspects and fields and continues under all circumstances and at all times.
