The core of the U.S. Military Industrial Complex (MIC) is shifting from traditional hardware manufacturers to algorithm and AI companies which will lead to an obvious fallout across the global defence industrial base. Three interlocking attributes to this shift are the inversion of war economics, the restructuring of procurement and capital logic, and the “software-defined” transformation of the military technology stack. This shift was formally sanctified on September 29, 2026, when U.S. President Donald Trump convened the CEOs of the world’s most powerful AI companies to sign the White House Accord on Super Intelligence — a voluntary framework that symbolically integrated AI firms into the national security architecture.

The military implications of this Accord are unmissable. Moreover, substantive developments had already occurred months earlier in the military domain. In May 2026, the U.S. Department of War announced agreements with eight AI companies — SpaceX, OpenAI, Google, Nvidia, Reflection, Microsoft, Amazon Web Services, and Oracle — to deploy their capabilities on classified networks at impact levels 6 and 7; the highest classification tiers for sensitive military operations.
