أعلنت وزارة الموارد البشرية والتنمية الاجتماعية، بالشراكة مع وزارة البلديات والإسكان، اليوم (الأحد)، صدور قرار رفع نسب توطين مهن إدارة المشاريع في القطاع الخاص إلى 70%، على أن يطبق ابتداءً من 14 فبراير 2027، وذلك ضمن جهودها المستمرة لتعزيز توطين المهن النوعية وتمكين الكفاءات الوطنية ورفع مشاركتها في سوق العمل، بما ينسجم مع مستهدفات إستراتيجية سوق العمل ورؤية السعودية 2030.
وينص القرار على توطين مهن إدارة المشاريع بنسبة 70%، ويُطبق على جميع منشآت القطاع الخاص التي يعمل بها ثلاثة عاملين فأكثر في المهن المستهدفة، وذلك على مستوى الكيان.
وتشمل المهن المستهدفة بالقرار مدير إدارة مشاريع، ومهندس إدارة مشاريع، وأخصائي إدارة مشاريع وفق التصنيف السعودي الموحد للمهن، على أن تسري أحكام القرار على جميع المنشآت المشمولة وفق ما ورد في الدليل الإجرائي.
ونشرت الوزارة الدليل الإجرائي الخاص بالقرار عبر موقعها الإلكتروني، الذي يتضمن تفاصيل المهن المشمولة وآليات التطبيق واحتساب نسب التوطين وضوابط الامتثال، وذلك لتمكين أصحاب العمل والمنشآت من الاطلاع على متطلبات القرار والالتزام بأحكامه.
ويأتي هذا القرار امتدادًا لجهود وزارة الموارد البشرية والتنمية الاجتماعية، بالشراكة مع الجهات الإشرافية، في توطين المهن التخصصية ورفع نسب مشاركة المواطنين والمواطنات في سوق العمل، بما يسهم في تعزيز الكفاءات الوطنية ورفع كفاءة سوق العمل وتحقيق مستهدفات رؤية السعودية 2030.
The Ministry of Human Resources and Social Development, in partnership with the Ministry of Municipal and Rural Affairs and Housing, announced today (Sunday) the issuance of a decision to raise the localization rates of project management professions in the private sector to 70%, to be implemented starting from February 14, 2027. This is part of its ongoing efforts to enhance the localization of specialized professions, empower national competencies, and increase their participation in the labor market, in line with the objectives of the Labor Market Strategy and Saudi Vision 2030.
The decision stipulates the localization of project management professions at a rate of 70%, and it applies to all private sector establishments employing three or more workers in the targeted professions, at the entity level.
The targeted professions include Project Management Director, Project Management Engineer, and Project Management Specialist according to the Saudi Unified Classification of Professions, and the provisions of the decision will apply to all covered establishments as outlined in the procedural guide.
The ministry published the procedural guide related to the decision on its website, which includes details of the covered professions, application mechanisms, localization rate calculations, and compliance regulations, to enable employers and establishments to understand the requirements of the decision and comply with its provisions.
This decision is an extension of the efforts of the Ministry of Human Resources and Social Development, in partnership with supervisory authorities, to localize specialized professions and increase the participation rates of citizens in the labor market, contributing to the enhancement of national competencies, improving labor market efficiency, and achieving the objectives of Saudi Vision 2030.
