أعلنت هيئة المحتوى المحلي والمشتريات الحكومية توسيع تطبيق اشتراط حد أدنى لنسب المحتوى المحلي في شهادة المحتوى المحلي على مستوى المنشأة، كشرط أساسي للاستفادة من القائمة الإلزامية لعدد من المنتجات الوطنية. يأتي هذا في إطار جهودها المستمرة لتعزيز مساهمة المحتوى المحلي في الاقتصاد الوطني وزيادة الاستفادة من المشتريات الحكومية.
وبيّنت الهيئة أن التوسع يشمل 965 منتجاً تندرج تحت 14 قطاعاً من قطاعات القائمة الإلزامية، امتداداً لإعلانها السابق بشأن اشتراط نسب حد أدنى للمحتوى المحلي، والتي شملت منتجات مثل بلاط السيراميك والبورسلان، والعديد من المنتجات الأخرى.
بداية التطبيق
سيبدأ تطبيق الاشتراطات اعتباراً من 1 يونيو 2028، ويمكن للمنشآت الاطلاع على قائمة المنتجات المشمولة بالاشتراط، ونسب الحد الأدنى للمحتوى المحلي لكل منتج.
وأوضحت الهيئة أن اشتراط الحد الأدنى على منتجات القائمة الإلزامية يأتي بعد دراسة للسوق المحلية وقدرات المصانع الوطنية، ضمن مساعيها لتعزيز تنافسية القطاع الصناعي وتنمية المحتوى المحلي، من خلال التوسع في عمليات التوطين والاستثمار في تطوير القدرات الإنتاجية المحلية، بما يعزز مستهدفات المحتوى المحلي في الاقتصاد الوطني.
تطوير القائمة
وأكد المتحدث باسم الهيئة المهندس عبدالرحمن الصغير أن الإعلان عن نسب الحد الأدنى للمحتوى المحلي للمنتجات المشمولة يهدف إلى تمكين المنشآت من الاستعداد لاستيفاء المتطلبات قبل بدء تطبيق الاشتراطات، بما يرفع مستوى جاهزيتها للامتثال لها عند دخولها حيز النفاذ.
يُذكر أن هيئة المحتوى المحلي والمشتريات الحكومية مستمرة في تطوير القائمة الإلزامية للمنتجات الوطنية، ومراجعة نسب الحد الأدنى للمحتوى المحلي بشكل دوري، بما يواكب تطورات السوق وحاجات الطلب الحكومي، ويعزز قدرة الصناعات الوطنية على المنافسة وتحقيق الاستدامة الاقتصادية.
The Local Content and Government Procurement Authority has announced the expansion of the application of a minimum local content percentage requirement in the local content certificate at the establishment level, as a fundamental condition for benefiting from the mandatory list of several national products. This comes as part of its ongoing efforts to enhance the contribution of local content to the national economy and increase the benefits from government procurement.
The authority indicated that the expansion includes 965 products that fall under 14 sectors of the mandatory list, extending from its previous announcement regarding the requirement for minimum local content percentages, which included products such as ceramic and porcelain tiles, along with many other products.
Start of Implementation
The application of the requirements will begin on June 1, 2028, and establishments can view the list of products covered by the requirement and the minimum local content percentages for each product.
The authority clarified that the minimum requirement for products on the mandatory list comes after a study of the local market and the capabilities of national factories, as part of its efforts to enhance the competitiveness of the industrial sector and develop local content, through the expansion of localization operations and investment in developing local production capabilities, which enhances the local content targets in the national economy.
Development of the List
The spokesperson for the authority, Engineer Abdulrahman Al-Sagheer, confirmed that the announcement of the minimum local content percentages for the covered products aims to enable establishments to prepare to meet the requirements before the implementation of the conditions begins, thereby increasing their readiness to comply when they come into effect.
It is worth noting that the Local Content and Government Procurement Authority continues to develop the mandatory list of national products and periodically review the minimum local content percentages, in line with market developments and government demand needs, and to enhance the ability of national industries to compete and achieve economic sustainability.
