أظهرت تقديرات جديدة أن حرائق الغابات وموجات الحر التي اجتاحت فرنسا وإسبانيا وعدداً من الدول الأوروبية خلال الموسم الحالي تسببت في خسائر اقتصادية تجاوزت 3.1 مليارات يورو، مع توقعات بارتفاع الفاتورة النهائية بشكل كبير مع استمرار تقييم الأضرار.

وبحسب تحليل أجرته صحيفة فايننشال تايمز، استناداً إلى منهجية المفوضية الأوروبية، فإن نحو 500 ألف هكتار من الأراضي احترقت خلال الشهرين الأولين من موسم الحرائق، في خمس من أكثر دول منطقة اليورو تضرراً، وهي فرنسا وإسبانيا والبرتغال واليونان ورومانيا.

وتتجاوز هذه الخسائر بالفعل متوسط التكلفة السنوية التي قدرتها المفوضية الأوروبية لكامل دول الاتحاد الأوروبي، والبالغة نحو 2.5 مليار يورو.

خسائر مرشحة للتضاعف

وتعتمد التقديرات الحالية على تكلفة إعادة تأهيل المناطق المتضررة وإعادتها إلى حالتها السابقة، بما يشمل إعادة التشجير وأعمال الصيانة البيئية، وهي لا تعكس بعد الخسائر الكاملة التي لحقت بالممتلكات والمحاصيل الزراعية والقطاع السياحي، إضافة إلى تعطل الأنشطة الاقتصادية.

كما لا تشمل الأرقام الحالية الآثار غير المباشرة، مثل ارتفاع أقساط التأمين، وانخفاض أعداد السياح، وتكاليف تعزيز قدرات مكافحة الحرائق، وهي أعباء ستتضح تدريجياً خلال الأشهر المقبلة.

تداعيات على الصناعة والطاقة

وفي اليونان، لا تزال السلطات تحصي الأضرار الناجمة عن الحرائق الأخيرة تمهيداً لتعويض المتضررين، فيما بدأت موجة الجفاف تؤثر على حركة الملاحة في نهري الراين والدانوب، ما تسبب في اضطرابات بسلاسل الإمداد والإنتاج الصناعي.

وتواجه شركات كيميائية ألمانية كبرى، تحديات تشغيلية نتيجة انخفاض منسوب مياه نهر الراين، بينما يُتوقع أن يؤدي انخفاض منسوب نهر الدانوب إلى توقف محطة الطاقة النووية الرئيسية في المجر، التي توفر نحو نصف احتياجات البلاد من الكهرباء، كما اضطرت رومانيا إلى إيقاف أحد مفاعلي محطة تشيرنافودا النووية بسبب نقص مياه التبريد.

الخسائر الحقيقية أكبر بكثير

وقالت خبيرة اقتصاد المناخ في المعهد الفيدرالي السويسري للتكنولوجيا في زيورخ سارة ماير، إن التكلفة الاقتصادية الفعلية للحرائق قد تتجاوز بأكثر من ثلاثة أضعاف متوسط خسائر الناتج المحلي الإجمالي المسجلة خلال الفترة بين 2011 و2018 في البرتغال وإسبانيا وإيطاليا واليونان.

وأضافت أن اتساع رقعة الحرائق ووصولها إلى المدن سيؤدي إلى ارتفاع الخسائر بصورة كبيرة.

فرنسا.. الصناعة والسياحة في قلب الأزمة

وفي فرنسا، تعرض إقليم جيروند، الذي يضم صناعات الدفاع والطيران، لتداعيات كبيرة بعدما أجبرت الحرائق شركات كبرى مثل Safran وDassault Aviation وArianeGroup على تعليق الإنتاج وإجلاء العاملين.

كما تواجه صناعة النبيذ في منطقة بوردو مخاوف من تأثر جودة المحاصيل بسبب الدخان، في حين تضررت مزارع المحار في حوض أركاشون، واستمرت الاضطرابات في القطاع السياحي الذي يمثل نحو 7% من الناتج المحلي للإقليم.

وأعلنت غرفة التجارة والصناعة في جيروند أن أكثر من 40 ألف شركة تأثرت مباشرة بالحرائق، بينها 19.5 ألف شركة توقفت بالكامل عن العمل حتى نهاية يوليو، بينما استفاد ما بين 120 ألفاً و150 ألف موظف من برامج العمل المدعومة حكومياً بسبب توقف الأنشطة.

إسبانيا.. خسائر زراعية واسعة

وفي إسبانيا، اقتربت الحرائق لمسافة نحو 50 كيلومتراً من العاصمة مدريد، مخلفة أضراراً في المنازل والمنشآت والمركبات داخل المناطق الريفية.

وأشارت رابطة صغار المزارعين الإسبان إلى احتراق نحو 18.5 ألف هكتار من الأراضي الزراعية المنتجة، معظمها مراعي.

تأثير محدود على الاقتصاد الكلي

ورغم ضخامة الخسائر، يرى اقتصاديون أن تأثيرها على الناتج المحلي الإجمالي للدول الأوروبية قد يظل محدوداً، إذ إن الإنفاق الحكومي على إعادة الإعمار وتعويضات شركات التأمين قد يعوض جزءاً من التراجع الاقتصادي.

لكن الخبراء يؤكدون أن هذا النوع من الإنفاق لا يمثل نمواً اقتصادياً حقيقياً، بل يقتصر على تعويض الأصول التي دمرتها الكوارث الطبيعية، في وقت تتزايد فيه التحذيرات من أن تغير المناخ يجعل مثل هذه الكوارث أكثر تكراراً وشدة في أوروبا.

New estimates have shown that the wildfires and heatwaves that swept through France, Spain, and several European countries during the current season have caused economic losses exceeding €3.1 billion, with expectations that the final bill will rise significantly as damage assessments continue.

According to an analysis conducted by the Financial Times, based on the methodology of the European Commission, approximately 500,000 hectares of land burned during the first two months of the fire season in five of the most affected Eurozone countries: France, Spain, Portugal, Greece, and Romania.

These losses already exceed the average annual cost estimated by the European Commission for all EU countries, which is around €2.5 billion.

Losses Likely to Double

The current estimates rely on the cost of rehabilitating the affected areas and restoring them to their previous state, including reforestation and environmental maintenance work. They do not yet reflect the full losses incurred to properties, agricultural crops, and the tourism sector, in addition to the disruption of economic activities.

The current figures also do not include indirect effects, such as rising insurance premiums, declining tourist numbers, and the costs of enhancing firefighting capabilities, which will gradually become clearer in the coming months.

Implications for Industry and Energy

In Greece, authorities are still assessing the damage caused by the recent fires in preparation for compensating the affected individuals, while the drought is beginning to impact navigation on the Rhine and Danube rivers, causing disruptions in supply chains and industrial production.

Major German chemical companies are facing operational challenges due to the low water levels in the Rhine, while the low levels of the Danube are expected to halt the main nuclear power plant in Hungary, which provides about half of the country’s electricity needs. Romania has also had to shut down one of the reactors at the Cernavoda nuclear power plant due to a lack of cooling water.

The Real Losses Are Much Greater

Climate economics expert Sarah Meyer at the Swiss Federal Institute of Technology in Zurich stated that the actual economic cost of the fires could exceed more than three times the average GDP losses recorded between 2011 and 2018 in Portugal, Spain, Italy, and Greece.

She added that the expansion of the fires and their reach into urban areas will significantly increase the losses.

France.. Industry and Tourism at the Heart of the Crisis

In France, the Gironde region, which includes defense and aerospace industries, has faced significant repercussions as the fires forced major companies like Safran, Dassault Aviation, and ArianeGroup to suspend production and evacuate workers.

The wine industry in the Bordeaux region is also concerned about the impact on crop quality due to smoke, while oyster farms in the Arcachon basin have been affected, and disruptions in the tourism sector, which represents about 7% of the region’s GDP, have continued.

The Gironde Chamber of Commerce and Industry announced that more than 40,000 companies were directly affected by the fires, including 19,500 companies that completely ceased operations by the end of July, while between 120,000 and 150,000 employees benefited from government-supported work programs due to the suspension of activities.

Spain.. Extensive Agricultural Losses

In Spain, the fires came within about 50 kilometers of the capital Madrid, causing damage to homes, facilities, and vehicles in rural areas.

The Spanish Association of Small Farmers reported that approximately 18,500 hectares of productive agricultural land, mostly pastures, have burned.

Limited Impact on the Macro Economy

Despite the magnitude of the losses, economists believe that their impact on the GDP of European countries may remain limited, as government spending on reconstruction and insurance compensations may offset part of the economic downturn.

However, experts emphasize that this type of spending does not represent real economic growth, but is limited to compensating for assets destroyed by natural disasters, at a time when warnings are increasing that climate change is making such disasters more frequent and severe in Europe.
